Item 8, 8.5 The strand shall not be oiled or greased. Slight rusting ,provided it is not sufficient to cause pits visible to a person with normal or corrected vision , shall not be cause for rejection
Supplementary : S1 Bond strength of 0.6-IN .[15.24-MM],Grade 270[1860] strand used in prestressed ground anchors

Item 7.3 Surface Quality
7.3.1 Unless the user has special requirements, the main of the steel wire watch should not contain any substances such as oil or grease
7.3.3 Allow for slight floating rust on the surface of the steel strand due to oil
A good pc strand surface must be ,
surface dry , clean ,
surface must not have oil , grease ,
the surface must be metal itself , or slight oxide， not allow any other chemical
